Pre-financing: role of the coordinator

I’m quite new in the FP7 project management and I will need some explanations about the pre-financing. We are coordinator and I want to know how it happens when we receive the pre-financing towards the other partners. Do we need to their budget or proofs from them before paying them?

Hello Johanna,
Before you pay the beneficiaries, it is important to know whether they have signed the Annex IV, Form A- Accession of beneficiaries to the grant system. When they have signed it, you can be sure that they participate and they have to meet the terms. We also made a consortium agreement (CA). When a participant had signed the Form A and the CA they received the money from us.

To add to what Tineke said, we usually agree in the CA that the pre-financing will be partly withheld and pay on deliverables. In FP7 it is less critical (at least that’s what the PGF is intended for), but paying on deliverables is always the best way to get things done.
