I'd also suggest the ECPMA - European Community Project Managers Association. There are a lot of members with FP6 and now FP7 experience working at some of the largest EU research institutions.

This should be allowed, as per your understanding. ERC long wanted to avoid consortium style projects, but this is the reality. This would be a subcontract, but was this mentioned in the original proposal? If not it will need to be discussed with the project officer - there is a multi-beneficiary form of agreement. If work will be done outside the PIs institution and you want to provide reimbursement for this, it has to follow the FP7 procedures.

I'd get in touch with some FP7 ITNs that are running (FP7 projects database) and ask what they used. They might also advise on issues that arose.

There is no list of ineligible costs, but the principles of the eligible costs in FP7, and experience of previous Framework Programmes, indicate that bank charges are not accepted. These costs could be avoided, paying on schedule or by taking into account wider liquidity/bank account issues. The auditors may view this as an excessive cost. I don't see that the RTD Performer should share this cost.

You can find a list of organisations and individuals who offer research management services for Framework 7 projects on www.hyperion.ie/researchmanagers.htm
This is a list - not a recommendation.

Comment on VAT Question by fp7discussion

I suggest you adopt a very practical, pragmatic approach. Where VAT is visible on an invoice, the Commission will not want to reimburse it. Where no VAT is visible, assume that the Commission will reimburse the full amount of the invoice (i.e. if it doesn't say "VAT", then there is no VAT).
The Commission's refusal to reimburse VAT is especially irritating for organisations that are not registered for VAT and hence cannot reclaim VAT through their tax returns.
The Commission's argument why it does not reimburse VAT is that it is outside of the scope of VAT by virtue of a protocol to the Treaty of Rome. But this is really a non-argument. The protocol simply says that the Commission is outside of the scope of VAT. That is no reason not to reimburse VAT within the Framwork Programme or other EU programmes. It is a voluntary choice by the Commission, not an obligation.
